กรมสนับสนุนบริการสุขภาพ (กรม สบส.) เผยการเพิ่มเติมหลักเกณฑ์การทำประกันสุขภาพสำหรับคนต่างด้าว ผู้ขอรับการตรวจลงตราประเภทคนอยู่ชั่วคราว Non-Immigrant Visa รหัส O-A (ระยะ 1 ปี) ผ่านการอนุมัติจากคณะรัฐมนตรีแล้ว เมื่อวันที่ 2 เมษายน 2562 ที่ผ่านมา เพื่อเป็นมาตรการการคุ้มครองด้านสุขภาพของนักท่องเที่ยว และลดภาระการแบกรับค่ารักษาพยาบาลที่ก่อให้เป็นหนี้สูญของสถานพยาบาลของไทย นพ.ณัฐวุฒิ ประเสริฐสิริพงศ์ อธิบดีกรมสนับสนุนบริการสุขภาพ กระทรวงสาธารณสุข เผยว่า จากการที่คณะรัฐมนตรีได้อนุมัติการเพิ่มเติมหลักเกณฑ์การทำประกันสุขภาพสำหรับคนต่างด้าวผู้ขอรับการตรวจลงตราประเภทคนอยู่ชั่วคราว Non-Immigrant Visa รหัส O-A (ระยะ 1 ปี) โดยนำร่องในกลุ่มผู้สูงอายุชาวต่างชาติ 50 ปีขึ้นไป โดยมีอายุการตรวจลงตรา 1 ปี และขออยู่ต่อได้ปีต่อปี เพื่อให้เกิดเป็นกลไกในการคุ้มครองชีวิตและสุขภาพของชาวต่างชาติ เนื่องจากพบปัญหาชาวต่างชาติกลุ่มผู้สูงอายุมีโอกาสประสบปัญหาด้านสุขภาพมากกว่าผู้ขอรับการตรวจลงตราประเภทอื่น เพื่อป้องกันหนี้สูญของสถานพยาบาล เนื่องจากบางรายไม่มีกำลังทรัพย์พอในการจ่ายค่ารักษาพยาบาล ส่งผลให้สถานพยาบาลต้องแบกรับภาระปัญหาหนี้สูญ จึงได้มอบหมายให้กระทรวงสาธารณสุข กระทรวงมหาดไทย กระทรวงการต่างประเทศ และสำนักงานตรวจคนเข้าเมือง เร่งดำเนินการปรับปรุงแก้ไขกฎระเบียบที่เกี่ยวข้อง และให้สำนักงานคณะกรรมการกำกับและส่งเสริมการประกอบธุรกิจประกันภัย(คปภ.) ร่วมกับหน่วยงานที่เกี่ยวข้องจัดเตรียมความพร้อมของช่องทางการซื้อประกันในรูปแบบออนไลน์ เพื่ออำนวยความสะดวกให้กับชาวต่างชาติ นพ.ณัฐวุฒิ อธิบดีกรม สบส. กล่าวต่อว่า หลักเกณฑ์การทำประกันสุขภาพสำหรับคนต่างด้าวผู้ขอรับการตรวจลงตราประเภทคนอยู่ชั่วคราว Non-Immigrant Visa รหัส O-A (ระยะ 1 ปี) โดยเพิ่มเติมให้คนต่างชาติต้องมีประกันสุขภาพของไทยคุ้มครองตลอดระยะเวลาที่พำนักในประเทศไทย โดยมีจำนวนเงินเอาประกันภัยสำหรับค่ารักษาพยาบาลในกรณีผู้ป่วยนอกไม่น้อยกว่า 4 หมื่นบาท ผู้ป่วยในไม่น้อยกว่า 4 แสนบาท ทั้งนี้สามารถซื้อกรมธรรม์แบบออนไลน์ได้ที่ http//longstay.tgia.org สำหรับผู้ที่ซื้อประกันสุขภาพของบริษัทต่างประเทศจะต้องมีจำนวนเงินเอาประกันภัยไม่น้อยกว่าการทำประกันสุขภาพของไทยตามที่กำหนด ซึ่งอาจพิจารณาอนุมัติให้นำมาประกอบการขอรับการตรวจลงตราได้ ทั้งนี้ต้องหารือกับหน่วยงานที่เกี่ยวข้องถึงวิธีการตรวจสอบกรมธรรม์นอกจากนี้ สำหรับผู้ที่มีความเสี่ยงสูงด้านสุขภาพเกินกว่าที่บริษัทประกันจะรับทำได้ โดยบริษัทประกันภาคเอกชนเสนอให้มีการกำหนดให้มีเงินฝากประจำเพิ่ม เพื่อมีทุนทรัพย์ที่เพียงพอในการใช้ชีวิต รักษาพยาบาลและอื่นๆ ในขณะที่พำนักในประเทศไทย ซึ่งจะต้องมีการหารือกับสำนักงานตรวจคนเข้ามือและกระทรวงการต่างประเทศต่อไป
